What conditions may allow my Perkins loans to be cancelled and how do I apply?

A borrower may have all or part of his or her Perkins loan (including interest) cancelled for engaging in teaching, public service, service in the Peace Corps or AmeriCorps*VISTA, or service in the military. In addition, loans may be discharged if the borrower becomes disabled or dies. Like deferment, cancellations are not automatic, and borrower will need to submit a request to our loan servicer ECSI.

A defaulted loan may be cancelled if the only reason for the default was the borrower’s failure to file a cancellation request on time. If the loan has already been accelerated, only eligible service performed prior to the date of acceleration can be considered for cancellation. A borrower is not entitled to cancellation for any eligible service performed after the date of acceleration.

The following chart includes a list of cancellation provisions for Federal Perkins Loans.

Cancellation Conditions Description
Head Start, Pre-K, or Child Care Program Staff Member Cancellation
  • Provider of early intervention services to infants and toddlers (birth to age two) with disabilities in a public or non-profit program.
  • Provider of services to high-risk children. High-risk children are defined as children under age 21 who are low-income; at risk of abuse or neglect; have been abused or neglected; have serious emotional, mental, or emotional behavioral disturbances; reside in placements outside of their homes; or are involved in the juvenile judicial system. The place of employment must be a public or non-profit child or family service agency and the services provided to adults must be secondary to services provided to high-risk children.
Law Enforcement, Corrections Officer, Public Defense Lawyer, or Prosecuting Attorney Cancellation
  • Law enforcement officer for a Federal, State, or local law enforcement agency.
  • Corrections officer for a Federal, State, or local law corrections agency.
  • Lawyer employed by a public defender organization. The organization must be listed at: http://www.fd.org/sites/default/files/cja_resources/defenderdir.pdf 
  • Prosecuting Attorney for a Federal, State, or local office.
Nurse, Medical Technician, or Fire Fighter Cancellation Request
  • Nurse or medical technician certified, registered, or licensed by the state.
  • Fire fighter for a Federal, State, or local fire department or fire district.
Provider of Early Intervention Services or Provider at Family Services Agency Cancellation
  • Provider of early intervention services to infants and toddlers (birth to age two) with disabilities in a public or non-profit program.
  • Provider of services to high-risk children. Teaching, Speech Language Pathologist, and Librarian Services Cancellation
  • Teacher in a federally designated low-income school or education services agency
  • Special education teacher of disabled children
  • Teacher in a shortage field
  • Faculty member at a Tribal college or university
  • Speech language pathologist with a master’s degree working exclusively for low income schools
  • Librarian with a master’s degree in library science employed in a low-income school or public library servicing low-income schools
Volunteer Service in the Peace Corps or AmeriCorps VISTA Cancellation
  • A volunteer in the Peace Corps
  • A volunteer in the AmeriCorps VISTA program and have elected not to receive a National Service Education award.
Military Deferment Request for Federal Perkins Loans
  • you are on active duty military service in connection with a war, military operation, or national emergency;

        or

  • you’ve completed qualifying active duty service and any applicable grace period. This deferment ends when you resume enrollment in an eligible college or career school on at least a half-time basis or 13 months following the completion date of active duty service and any applicable grace period, whichever is earlier

APPLICATION PROCESS

  1. Go to ECSI’s website for cancellation forms
    https://heartland.ecsi.net/index.main.html#/access/downloadFormPages
  2. Under School Name enter University of Iowa, select and hit continue
  3. Select cancellation form you qualify for and click the PDF icon
  4. Follow instructions and return to ECSI along with any supporting documents

Cancellation Upon Death

Student loan(s) will be cancelled upon death.  In order to obtain this cancellation family or the estate must send a copy of the death certificate to our office either by mail or email:

Discharge
